"The surveillance program was conducted without guidelines of any kind; the range of targets was extraordinary. As Herlihy [a former police inspector] further testified, all dissident activities involving public issues were considered a proper subject of police interest: 'I just can't say what we weren't interested in.' Another functionary, Captain George R. Suter, head of the security information unit from May 1968 to December 1970, insisted that any organization opposed to the Vietnam War was 'subversive' and a threat to the government.
