Riddle Me This

If society is moving towards being "cashless," how is the illegal drug industry going to operate? Let's be honest (and obvious), right now society is pretty narcotic-riddled (so to speak). Does this mean that in a cashless society, drugs will be "legal." Is this premise related to the push to make certain illegal drugs legal?
