First it was the multi-billion dollar "cash for clunkers" program, now the government is funding another multi-billion dollar program.States in America are applying to get funds from a new government stimulus program that has been set up to start the creation of a new high-speed rail system. According to The Wall Street Journal, "Federal Railroad Administration grants will be awarded beginning in late September or early October." The FRA Administrator has been quoted as saying that the new rapid rail system is being constructed with the intention to "transform the way Americans travel."
